陈全之(1512～1580年)，陈叔刚曾孙，名朝蓥，号津南区，晚号梦宜居士，以字行。明嘉靖二十三年(1544年)进士。后授礼部主事，提督四夷馆，升员外郎。出知荆州府，筑堤治水利民，民间称陈公堤。后任山西省右参政，致仕归乡，耕读于义溪。
